Talking points:

· Samples were taken at three primary points, the inlet pump area in lagoon 2, upstream and downstream from the discharge. The first sample taken from the Lagoon 2 had 28 total coliform and 22 total ecoli, the second test had TNTC. All the samples taken upstream and downstream in the creek had TNTC. It is impossible to say that the bypass directly affected the Creek due to the high coliform counts already present.

· Although the samples in the Lagoon exceeded the discharge permit requirements, this was not a standard process for Molalla. The City contacted DEQ prior to the discharge for approval of the by-pass and was fully aware where the water was being discharged from, Lagoon #2 partially treated effluent with no chlorine.

· Howe do we write a response to avoiding TNCT coliform counts? The WLWOTC was to focus on the Lagoon management. However, Mike Penny states the City could not have avoided the by-pass in the notes Tiffany provided yesterday. This is the reason Jason was preparing the SOP. There is no response for this WLWOTC purely based on the coliform issue. This letter needs to be rescinded.
