They can be used together. I think that switching to sodium hypochlorite will cut chlorine costs in half.

I have one other question. If the City was to change to a hypochlorite system, would a membrane bioreactor negate the need for that system in the future? Or could the hypochlorite system be used in conjunction with a membrane bioreactor?

That system is called an mbr. Membrane bioreactor. There is no guarantee that deq would agree to let the city have a year-round discharge permit but if you could show that the water was clean enough it is possible. The city would probably have to do an engineering study and show that it would not adversely impact the molalla river. You could talk to Mike pinney at deq. He is an engineer. Tell him the city is planning an upgrade and you were wondering what it would take to get a year round discharge permit to the molalla river.

Most cities summer discharge limits are a lot more strict than winter limits. And molalla 's winter limits are the same as canby's summer limits.
