Jennifer,

· The rule Phil quoted is accurate. Oregon’s WT3 and WT4 exams are rigorous enough that they satisfy the FE requirement.

· Our reciprocity person is out until Monday, but if Phil 1. has taken an ABC exam and 2. has enough experience – according to Oregon, not Georgia – to achieve the desired treatment level, then Phil is eligible for reciprocity.

If his experience is a little short (and he satisfies the ABC exam requirement) then he’d be issued the next lower treatment level certification, until he achieves enough experience here. Then he can re-apply for the higher level via the reciprocity application.

So there is a possible weird case where Phil doesn’t have enough experience here to meet our WT3 requirements. In that case he’d be a WT2, and he’d have to take the FE exam here. (There is no FE certification in any other state.)

Just checking in. I’m getting ready to start interviews for our WTP for Keith’s position. I have a gentleman from out of state I need to determine if he’s eligible through reciprocity (see his email below). I’m hoping you can answer my question below to determine if he’s qualified for the Molalla Treatment Plant.

Ms. Cline,

After speaking with you yesterday, I investigated the reciprocity between Georgia and Oregon. The states both utilize the same testing method and Oregon will grant reciprocity to Georgia. I was directed to a reciprocity application. I have completed the application. I will have my employer complete the associated affidavit today that verifies my experience. I will be applying for reciprocity to a Class III Oregon Operator Certification.

I also read the Oregon Law on the "Operator Certification Program". Section 333-061-0220, Part 4 says: "Filtration endorsement certification, as prescribed by OAR 333-061-0235, is required for operators designated in direct responsible charge of a water treatment plant receiving the filtration endorsement classification, except for those operators already certified at Water Treatment Level 3 or higher."

The reciprocity application costs $100. I do not want to spend the money if you do not feel I am a good applicant for the position. I am not asking for a guarantee of employment. Please review my application packet to see if I would make a good candidate for the position. Let me know if I would be in seriouse contention for the position. If so, I will submit the reciprocity application.
