Hi Karin,

Unlike commercial and industrial, when it comes to residential the meter size is not included in the equation, it solely based on the impact per EDU. Residential is calculated at 1 EDU per meter, in this case the impact is 98 EDUs.

The cost of the meter technically does not play into the SDC calculations, it is only used for commercial and industrial to help differentiate the impacts between meter sizes. The meter itself is paid under the $600 connection fee for water. The same is the case for sewer.

In the case of the development, no water meter connection is added for the development so the $600 fee would be waived.

Jennifer,

While I understand your logic, there still remains the issue of any standard SFR with the EDU calculation, it gets a meter. That is included in the SDC fee. There should, at minimum, at least be a credit for the meter the city doesn’t have to provide and read. Please address this.

Hi Karin,

I just received your voicemail, but want to respond in writing to your question.

Although there are no meter installation, there is an impact to the system for the 98 units Molalla will serve. Per the SDC Methodology the SDCs are calculated as follows:

For Water: All residential units are assigned one EDU per dwelling unit.

For Sewer: All residential units are assigned one EDU per dwelling unit which is based on 2.67 per people per UDU and 800 gpd at MDWF per EDU.

A residential meter is assessed at ¾ meter size (or 1 EDU Factor) not the actual meter serving the complex.
