Just curious why are we agreeing to this? He is asking for a commercial access without going through the proper process. No commercial access allow without going through a full planning review.
He can legally use an access from his adjacent property for a temporary use. However, what is the timeline for temporary use? Looks like there are trees and grass on the property now. Which means if he puts down gravel or paves it will also change the use of his property triggering him to do storm water analysis for the added impervious surface.
Just be careful what you allow him to do temporarily. He should have to maintain existing conditions on the property until he wants to go through the planning review.

Quick question (I hope).
This is in regards to the guy who wants to use his vacant lot at 206 S Molalla for a temporary used-car display area. I spoke with you about this earlier and we agreed that it would be oaky if we got an access built to standard there for the property as it doesn’t have one yet, and at minimum a gravel parking area. However, I wasn’t aware that the same gentleman also owns the property (home) just to the south at 212 S Molalla.
What I was thinking is that he could use that driveway access just to get cars onto the vacant lot in the interim, and then have him pay for the difference in building a new access alongside the streetscape project, similar to what we did with that guy on Stowers.
What do you think?
I was concerned he’d build an access only to have it removed in a few months.
