Two property owners on the north edge of our UGB are looking at preparing information that would potentially lead to a UGB expansion to the north. As we have stated in the past and on more than one occasion there is much work to complete before this could or can happen. Updates to at least the following would need to be completed before a decision could be made:
Transportation System Plan
Buildable Lands Inventory and all the periphery components such as an employment land inventory and others
Utility master planning for water, waste water and storm, etc.
School component
Population forecast
Alternatives Analysis
The City of Molalla speaks to DLCD Staff on a regular basis as well as Clackamas County Planning Staff. Our DLCD coordination representative is Jennifer Donnelly whom some of you met as part of the Regional Solutions Team. Laura Buhl is a DLCD Staff member and you all met her a few weeks ago and she was in town again last night as part of our Development Code update. Nicolas Lennartz and I met with Martha Fritzie and Mike McCallister not too long ago regarding UGB issues, growth etc.,
To set the record straight – we do not have a pending application for UGB expansion. However, if we are required to look at the future we need to at least make sure we are ready. In the meantime urban reserve areas around Molalla are the responsibility of Clackamas County. Let me know if you have questions.
