Subject: Urban and Small Stream Flooding 12/7/15

Good Morning Community Emergency Managers,

The National Weather Service has issued an urban and small stream flood advisory for Clackamas County as well as several other Oregon Counties until 6:15 pm today. As much as 4 inches of rain has fallen in the last 24 hours in parts of the coastal mountains and 2 to 3 inches in the Cascades, parts of the valleys have seen over an inch of rain. The rain will continue to be heavy at times today and will decrease this evening.

Excessive runoff from heavy rainfall will cause ponding of water in urban areas, highways, streets and underpasses as well as other poor drainage areas and low lying spots. Please be careful and remind staff not to attempt to travel across flooded roads. It takes only a few inches of swiftly flowing water to carry vehicles away. Landslides and debris flows are possible during this flood event as well.

Currently the only flood warning in Clackamas is on Johnson Creek. The warning is until Wednesday evening (or until the warning is canceled). Minor flooding is expected on Johnson Creek.

Clackamas County Emergency Management is acting at a low level EOC activation with Nancy Bush as Command. Official inquiries can be made to our program number at 503-655-8378. The Citizens Call Center is being staffed to support non-emergency inquiries to CCOM. More information will be shared with you after it is established.

We have a briefing with the weather service at 11:30 am and will have more information to share after the call. You can go to www.weather.gov/portland to review warnings as well and monitor the hydrographs.
