Looks great, just make sure the pipe is perforated (with holes) and wrapped in a fabric Geotext material.

Grading and erosion control permits are issued at the discretion of the planning department, and in this case I would require a permit only because there is the issue of drainage onto adjacent property. I would also waive any fees for a project this small. Yet I would like to see a clear cross section of the swale, and have our engineer look at it, before I give the ok.
We could meet later today but it may not be very productive without a clear set of plans. Any chance there could be more detail in the proposal, specifically in the swale?

Before I sign off on something like this I would like to see more detailed plans. Are there any computer renderings I could look at? The hand-drawn plans are sometimes difficult to read. Overall though if the drainage concerns are addressed and the project meets code, we won’t have a problem.

No worries. I am the property owner. So I met with the landscaper again and he appears to understand what needs to be done. Basically, what we have right now is a spout draining directly into the creek (appearing to violate the rules). He is going to work up new plans that will remove the spout draining into the creek and replace it with a swale in the south corner of the lot to keep surface water within our property lines. I will forward you the new drawing once it arrives. For now, here is a verbal description of the revised plans:
- * Soil Installation:
- * Install 10 yards of sandy loam soil in low area and grade area
- * Swale and Drainage:
- * Remove existing drain pipe going down hillside
- * Excavate proposed swale area approx. 20x5ft down 20-22"
- * Install 18" of 1/2"-3/4" drain crushed rock
- * Install river rock over drain rock and on inside slopes
- * Trench area by parking lot discussed approx. 20ft by 2.5ft wide down 12".
- * Install 3" perforated drain pipe with sock and daylight out in swale area
- * Backfill with 1/2"-3/4" drain rock and river rock as needed
- * Connect 4" ABS pipe to existing downspout pipe and daylight into new swale area
