Hi Nick,
No worries. I am the property owner. So I met with the landscaper again and he appears to understand what needs to be done. Basically, what we have right now is a spout draining directly into the creek (appearing to violate the rules). He is going to work up new plans that will remove the spout draining into the creek and replace it with a swale in the south corner of the lot to keep surface water within our property lines. I will forward you the new drawing once it arrives. For now, here is a verbal description of the revised plans:
I will be back again several times over the course of the next couple weeks, so I'm sure we can schedule something convenient.

I’ve looked more into the proposal and spoken with our Public Works Director. I’ve attached a few notes she made on your drawing proposal, unofficially, of course.
The most difficult parameter to mitigate is the drainage not traveling onto the adjacent property. Indeed no water can drain onto an adjacent private lot, so the flood mitigation must happen on-site. Any type of drainage system can’t lead to anywhere, it must only help the water infiltrate the local ground. The best way to do this is to construct a type of drainage swale, trench or retention system that allows the water to percolate into the ground.
I hope to do a site visit before the short week is over to get a better idea of the constraints to this project.

Reading between the lines a bit here, but I think this idea will work as long as there is no undue burden upon the drainage-way on the railroad property.
