Hopefully this provides additional detail. Also, in regards to traffic control. If you need to bring in equipment to excavate the tree well and need to close the shoulder, a permit will be required by ODOT for the traffic control plan. ODOT won’t need concurrence as there is no infrastructure being changed, and only landscaping.
