Jennifer,

The property is zoned commercial (See attached map from your website). There are two zones. Once zone is General Commercial and the other is Central Commercial. This property is zoned Central Commercial. The code classifies the two available business districts as C-1 Central Business District and C-2 General Commercial District. There is also a HC Highway Commercial Overlay District but I did not see the overlay on the City’s map.

From the code, “C-1, Central Business District. To provide the principle shopping, business, and transportation development to serve the community and its trading area. This district allows for a broad range of uses in keeping with Molalla’s historic commercial area. Development is intended to be characterized by high building coverage and close placement of buildings to streets. Development is also to be pedestrian oriented with an emphasis on a visually appealing streetscape while addressing the needs for residential living within the downtown area.”

How can they build multi-family residential on this property? Are they applying for a zone change and plan map amendment? Is the state on board with the removal of commercial from your comprehensive plan in exchange for residential.

Also, they show a private fire line plan set (not allowed?) and there are wetlands designated on the property right about where they plan to build a parking structure. Need to discuss with you and Nicolas tomorrow so I can get caught up on the project before commenting on the draft plans.

We are currently in the process of updating City Standards and Standard Drawings and expect to have the written standards complete next spring. However, here is a link of what the City currently has adopted as standards. Also note the design must also comply with the current City code as well.

I cannot find any referenced drawing details or plans on the internet as referenced on your website as: “City of Molalla adopts Standard Specifications and Drawings for Public Works Construction”.

Could your staff direct me to where these plans can be accessed, or possibly e-mail a set to us? Acrobat .pdf, AutoCAD (any version), Microstation, .tiff, or other common form will be appreciated.
