Dan,
There was a $12 error for the Transportation Improvement Rate formula. It was entered at $333 per ENLDT (the total SDC ENLDT). I updated the formula to $321 (the Improvement Fee per ENDLT, pg. 33).
The Transportation SDC’s are calculated first by identifying the ITE Category, I chose the Low-Rise Apartment category to represent 3 story units, which has a lower Trip Rate than the standard Apartment ITE Category. Next the formula multiplies the trip rate by the number of units approved (96 in this case). The total trips then are then used to calculate the Improvement, Reimbursement and Admin fees based on Sections T-V thru T-VIII in the Molalla SDC methodologies.
I also believe the original formula for the Admin Fee was set up incorrectly multiplying the rounded 2% at $44 by the number of trips. This should have just been 2% of the total improvement and reimbursement fees rounded to the whole dollar. The Admin Fee (2%) is rounded to the whole dollar. The admin fees have been corrected for each system to accurately represent 2% of the total SDC charges.
The Transportation total amount formula adds all three fees together. Using the 221 category the total transportation SDC cost is $2,238.36 per unit.
See attached updated calculations, all other formulas have been compared to the SDC formulas and verified.

That sounds great.
One more thing….I’d like you to review the SDC charges calculated for transportation. When looking at the code, it would indicate an EDU charge of $2260 based on the ITE category of 221 and being apartments. I think this has been calculated at a higher rate and I’d like to know what basis was used to calculate the fees.

Our Clackamas County building plan reviewer is trying to get building #1 approved for construction prior to his vacation next week. As you know for the building permits to start to being released, I will need the signed approval of the site plans by the city of Molalla.
You said that you would not sign until the public sanitary and public fire line was approved by Jennifer Cline, P.E. of you office. We forwarded these final public plans to Jennifer on Tuesday (also the final private civil plans).
Could you please sign and email me back the attached site plans today, so I can forward the information to Ray Van Lieu at Clackamas County.
