Jennifer,
Thank you for sending over that information.
I have attached a few pages from the water master plan we did for Idanha that has a lot of information on financing options for a water master plan as well as capital projects.
One important program that you qualify for is the state circuit rider program. This provides 10 hours of engineering time per issue that is paid for by the state. We can help you to obtain funding for a water master plan or other capital projects through this program. We can also help with minor designs, emergency engineering situations, or troubleshooting system components as long as it is less than 10 hours. HBH is hired as the state circuit rider, so we'd be glad to help you out with any of these needs; just let me know when you are ready and what you need.
