Subject: Speed Zoning, Woodburn-Estacada Highway (OR211)

Hello Jennifer,

Thank you for your voicemail, responding to my voicemail, concerning the speed zoning on OR211. Let me first wish you good luck on your future endeavors and thank-you for your assistance in the past.

In April of this year, you concurred with the recommendations for change of speed zoning on OR211 within the city limits of Molalla (the original request came from your office). It is my understanding that our Region 1 office has not yet installed the new signs.

In between receiving the request to do the above mentioned investigation and it being posted, a request came in for a section of OR211 west of the city limits of Molalla. In the new Speed Zone Order #J8951, there is a small section of 40 mph outside city limits that was left when we lowered the rest of the 40 mph to 35 mph (from 0.33 mile west of Cascade Hwy South(OR213) to Cascade Hwy South (OR213)) – so just west of the signal at OR213/OR211. Due to some recent crashes, a private citizen requested an investigation to extend the 40 mph speed zone further west or at least lower the speed further west. This area falls within our Region 2 office and we have now completed that investigation. The recommendation is to take the entire section from 0.18 mile east of Palmer Road (MP 10.31) to OR213 and establish a 45 mph speed zone. This would actually raise the existing short 40 mph speed zone to 45 mph but it would lengthen the lower speed further west and possibly get better compliance from drivers (the 85th percentile speed in the current 40 mph was 53 mph).

This is a courtesy email to let you know what we are planning and when the signs are all installed, if you receive questions from the public, you will have more information in which to respond.

If you have any questions, please let me know. When the new Order is issued, a copy will be sent to Molalla. If there is a new contact person to send this to, please let me know. If not, we will send to Mr. Huff.

Thanks,

Kathi
