Hi Jamie,
From what I can tell from the attached report the bellies are located in the lateral line and not the City sewer main. Per the Molalla Ord. 2016-01, maintenance of the lateral, including connection to the City main line, is the responsibility of the home owner. Ultimately meaning the home owner is responsible for cost to make repairs to the lateral.
If you or the buyer chooses to repair the line, a City Work in Right-of-way permit would be required and potentially a Plumbing Permit through Clackamas Co for work on your private property.
