No, you will need to hire a contractor for the water line tap. There will also be a $600 connection fee as well.

Please stop by and we can get a work in Right of Way permit for both connections. No fee for either permit at this time.

I have no objection to that location. A payment of $600 will be needed for the connection fee. Please stop by City Hall to pay the fee and set up the sewer account.
