Subject: Sewer Billing

Hello all:

We have an issue with the sewer usage charges. We calculate the sewer usage as the average of the water usage during the winter months on (Nov, Dec, Jan, Feb, Mar). This method has presented with some serious issues with properties that have a myriad of reason as to why the water usage is at a minimum during those months and then affecting the rate for months with more usage and people not being charge correctly.

Another issue is new customers are issued charged based on the previous occupants usage.

Example: 500140002 (Old customer) $26.73

500140003 (Moved in 04/16) $26.73

I would propose the following:

1. Calculations completed in April, with a full review of the new assessment.

2. City-wide average determined and assessed to new accounts until they achieve a history of their own.

3. 50% of the city-wide average rate be assessed as the sewer usage minimum.

4. A form is created for a customer requests to have the account reviewed if the April calculation is excessive (i.e.: leak over winter months)
