So I spoke with a lady at the end of the day on Friday about a fence concern she had with a neighbor. Basically what happened is her neighbor built a fence and took several feet of her property because he did not see the surveyors steaks on the edges of her property. She isn’t too worried about the few feet of property she lost but her main concern is that her sewage cleanout, which is on her property, now resides on his side of the fence and she believes that he cracked the pipe when he was driving in the fence posts. Typically I believe this would be a civil issue with the fence, however I don’t know how it works when sewage is involved. I’m not sure if a cleanout is a homeowners responsibility or that of the City….. If you would like to contact her to clarify the story yourself, her name is Jean Turcol (503-516-3717) {13257 S.
