Regarding your comments 3 & 4. These bullet items were taken directly from the Executive Summary of the Molalla Wastewater Facilities Plan (WWFP). See page ES-2 of the attached. I have no evidence that any I & I work was completed in the City since the WWFP was completed in 2000.

Chapter 6 even recommends not doing anything on the bottom of page 6-5. We know I & I work was completed prior to 2000, but not since. The grouting conditions would be at least the same, possibly worse today.

I've also included Chapter 6 that covers the collection systems. Table

6.1 provides data from a completed flow monitoring analysis completed in 1999. The January 22 storm events does show surcharging in several locations. Since this study, Big Meadows has built out completely and there have been other areas of growth. On the map (Figure 6-1) provided I don't see Safeway or the other industrial collection lines.

I will make the changes below, let me know if you would still like me to reword those bulleted items.

I reviewed and have a couple comments and questions on the RFP:

1. Page 1, second paragraph of section 2, Background. "The lesser of

the

system flows from the south side of the City and drains along Highway 211/Main St, diverting at Bear Creek and onto the WWTP" should be revised to read as follows: "The lesser portion of thesystem flows from the south side of the City along Highway 211/Main St to a location near Bear Creek, where it turns and flows into the WWTP."

2. Page 1, third paragraph of section 2, Background. "Whether" should

be

changed to "weather".

3. Page 1, bullets to third paragraph. How do we know the following?

"A

significant portion of the previous I/I reduction work (grouting) work has exceeded its useful life and has failed." Where does this information come from? Do we have direct evidence that it "has failed"? I suggest rewriting this sentence to read, "Previous I/I reduction work (grouting) has now exceeded its design life."

4. Page 1, bullets to third paragraph. How do we know the following?

"Facilities are generally hydraulically overloaded during winter storm events." Where does this conclusion come from? All facilities are hydraulically overloaded? I did not understand this to be the case. What about saying, "Certain locations within the collection system can become hydraulically overloaded during winter storm events" or something similar?

5. WWTP line. It is not clear from the WWTP plan drawings or

descriptions

that the Bear Creek outfall from Bear Creek up as close to or into the WWTP is included in the RFP. It needs to be. The Consent Decree requires us to inspect from the outfall up the outfall line.

Let me know if any of my comments don't make sense or you want to discuss.
