Here is a simple map explaining the drainage flows through that area of the plant. I have also included a couple photos that I shot yesterday showing a broader view of the drainage from the viewpoint just north of the area inlet basin shown on the map.

Hi Tina,

On Tuesday, December 22, 2015, James Shirley located at 12381 S Toliver Rd. contacted the city and left me a voicemail with concerns to the letter left at his parents residence yesterday. His message mentioned concern that a previous spill happened last week prior to the discharge we began on Dec. 21st.

Shortly after receiving the message I returned James’s call and asked several questions to identify location of the channel of water he saw leaving the wastewater plant. He stated it was sometime around the 16th and a channel of water coming from the wastewater plant across the field was flowing into Bear Creek. I then informed him that the plant did not have a spill prior to the notice he received, but however have been experiencing huge drainage issues along a drainage area on the westside of the lagoon and plant. I also informed him that a drainage channel flows south to north from 211 to Bear Creek and flows along the property line between the wastewater plant and Jorgensen’s field to the west. He insisted that the flow were coming from the plant. I assured him that we did not have a spill prior to the controlled discharge, but I would contact Jason at the plant anyways.

I contacted Jason after, and Jason stated he has not seen any flows leaving the lagoons. And said that everything flowing from the plant has been stormwater from 211.

I called James back and reaffirmed that yes this was stormwater and that the plant operators have not had a spill. He insisted that it was a spill and was going to contact the County and DEQ. At that point I just offered to have his well water tested as per the letter and the phone conversation ended.

The plant has drainage channel that flows from 211 and makes its way around the lagoons on the west and down passed the plant towards Bear Creek. Once it reaches approximate 150-200 feet from Bear Creek, it flow into an area drain or sheet flows across Jorgensen’s field until reaching Bear Creek. Additional last week on Monday after the heavy weekend rain, Jon Randall, our assistant operator, called me and said they were seeing extensive storm drainage coming from 211 along the west side of the lagoons and were making effort to make sure it wasn’t going to flood towards the chlorine contact basin.

As attached are photos that show the drainage coming from 211, flowing along the lagoons then draining into the area basin or flooding out towards Jorgenson’s property. I also included a print out from AccuWeather showing we received 2.42” of rain on the 17th, which was around the time he claimed to see the channel of water.
