Below is our proposed response to DEQ. I have not seen the pictures that James took yet. Can you please ask him to send those to me? Depending on what they show we may consider including them. Also, can you please ask whether Jake, James or Nikki actually saw water flowing directly from the broken head to the drainage? Or did they just shut the handline down and then confirm that there was no such flow?

Dear David:

I am writing to provide follow-up information in response to your Field Inspection Report dated July 8, 2014. City personnel inspected the irrigation handline being used at the North Coleman property immediately after speaking with you and observed that there was a broken head (where the handline attaches to the main irrigation line). City staff immediately shut off irrigation to the handline in that vicinity. Once this action was taken, City staff inspected the area and confirmed that there was no water from the broken irrigation line flowing into Creamery Creek. [It would be good to include information about when this area had previously been inspected- hopefully within a day or two, to show diligence. Jennifer, can you ask Jake and the crew? If that area was not observed close to the time of DEQ’s visit, we can leave that out, but it would help if we could narrow the window of how long the issue had been going on.]

City staff have informed the owner of the Coleman property that no irrigation will occur through handlines in that area until they receive written documentation and visually confirm that the affected header has been fixed.
