I can ask them again, but I believe they saw the run off once DEQ notified them of what they had seen. I don't know when they took the photo either. I will let you know.

Thanks.

Just to confirm, this is a picture that he took AFTER they had shut off the water to the handlines over there? Assuming so, I think we should attach it to our response to DEQ and I will revise that accordingly and send you a new draft to use.

Did you find out whether he, Nikki or Jake had actually seen the runoff issue described by DEQ as it was occurring? Or did they just hear of it, shut off the water and then observe the location to confirm that there was no runoff into the drainage?

I apologize if you already sent this- I did not see it but I was at that conference and I may have just missed it in the deluge of other emails.

Hi Tina,

I thought I sent the picture to you last week from James. Just in case I didn't send it for some reason, here it is.

Good Morning, Jennifer-

I am writing to follow up on this proposed response. We should try to get this to DEQ today, if possible. Will you be able to get the pics from James?

Also, I am going to review the package of documents related to the biosolids site application and will get comments to Bill by COB today, as requested, so that can go in to DE before he goes on vacation, and with enough time to get you the approval needed for the work.

I saw the email you sent with the compliance schedule and we will take a look. Thanks for putting that together. There are a lot of balls to juggle.

Finally, how are the coliform levels out there? Have you guys been able to irrigate or are there still issues this week? The temps were pretty ridiculous over the weekend, so I have been worried about you guys. I have asked the project manager at Brown & Caldwell whether they have someone over there besides Bill with experience in this are so they can be more of a resource in deciding how to handle this. I will let you know what he says.

Thanks!

Tina

PS- Phil is on vacation this week, so if you have anything come up that needs immediate attention please call me. I am in the office and of course you can reach me on my cell outside of business hours.

Jennifer:

Below is our proposed response to DEQ. I have not seen the pictures that James took yet. Can you please ask him to send those to me? Depending on what they show we may consider including them. Also, can you please ask whether Jake, James or Nikki actually saw water flowing directly from the broken head to the drainage? Or did they just shut the handline down and then confirm that there was no such flow?

Dear David:

I am writing to provide follow-up information in response to your Field Inspection Report dated July 8, 2014. City personnel inspected the irrigation handline being used at the North Coleman property immediately after speaking with you and observed that there was a broken head (where the handline attaches to the main irrigation line). City staff immediately shut off irrigation to the handline in that vicinity. Once this action was taken, City staff inspected the area and confirmed that there was no water from the broken irrigation line flowing into Creamery Creek. [It would be good to include information about when this area had previously been inspected- hopefully within a day or two, to show diligence. Jennifer, can you ask Jake and the crew? If that area was not observed close to the time of DEQ’s visit, we can leave that out, but it would help if we could narrow the window of how long the issue had been going on.]

City staff have informed the owner of the Coleman property that no irrigation will occur through handlines in that area until they receive written documentation and visually confirm that the affected header has been fixed.
