It will probably fall within a stipulated penalties provision of the City of Portland's consent decree. If you think ours is long, you should see that one. If I remember correctly, a portion of any stipulated penalties is directed to specific storm water projects. But yes, this is a pretty common occurrence in Portland. But it wasn't a gusher.
