Hi Nicolas,
I suggest waiting until Jim gets back to you with a plan to verify if they are installing a bathroom or water spigot. If it is on a property parcel that has existing water/sewer services, he may tie into the services on his property through a building permit at the county. If they don't have sewer, they will need to connect prior to allowing a building permit approval. From what I remember, I think he has both.

Hi Jim,
Would the barn have any city services? And what is the proposed use of the barn? I think there's a host of improvements that should be done to the property, for example: driveway apron, driveway improvement, amenities for vehicular and pedestrian circulation, to name a few. It really depends on the intensity of the improvement, and what the intended use of the barn shall be.
