Sounds Good. I will be out of the office on Friday, but will make sure to check my emails to see when Eagle-Elsner is planning to pave.

However, I did look at the forecast on several weather services. Neither Monday or Tuesday reach a high over 40 degrees and have lows down to 27 degrees. I’m concerned they will not meet compaction with such low temps, especially in the morning. Do you know where are they hauling from? Will they be covering their loads to keep temps up?

Only thing I can do is let you know what I find out on Friday. We are planning on Monday. I'm guessing starting at 8.

Eagle Elsner has your current contract for paving. We all are making every effort to make things right. They are a stand up company so they won't be having issues with the roads. So far we have done pretty good. I think anyway.

I understand this is a subdivision, however it is in the middle of a built out subdivision and I would like to see minimal impacts to the surrounding residents with trucks coming and leaving or parking in the street, including their public safety.

Regarding the City vs. State. The City still assumes ownership over a life time of the completed work and I want to ensure we receive a quality end paving project to keep future maintenance costs to a minimum. As for the meeting, I primarily stand and listen to what the contractor has to say when he begins his coordination with everyone involved.

Please understand this is in no way intended to delay the paving of the project.

Please understand this is not a requirement anywhere. We have all done this for a long time. This a subdivision and not a state project. The paver knows what he's doing. I am getting a lot of questions on why. I understand that you have your list of items. But everyone is trying their hardest to get this done and these little things are hard to justify.

Meeting the safety requirements is completed on all trucks for their annual inspection. If there is an issue DOT can dictate the reasoning.

It's all figured out. It just needs to get done.

I can get the paver to verify the mix design.

In regard to the meeting what is required? We would like to pave Monday and Tuesday. The testing co, Geopacific is on board. It all determines on the weather.

Due to the timing and the cost of having someone come out, we typically don't set up a paving meeting. We are all ready to go and trying to get everyone together with their schedules doesn't help. If there are specific issues I can email the appropriate people to help.

At this time, we are discussing in Friday to pave Monday.

Hi Garrett,

He can pave if the following conditions can be met:

· A pre-paving meeting must be scheduled in advance and includes the contractor(himself), paving sub, testers and the City reps.

· The city needs to verify the mix design meets the Level 2, PG 64-22 - ½” Dense HMAC requirements (as stated on the plans), I need the JMF at least 24 hours in advance of the pre-paving meeting.

· Temperature must be 40 degrees minimum and rising measured on the rock/ground

· No standing water is allowed (puddles)

Also, ask him if he knows the tonnage to be placed to determine if the work can qualify under minor HMAC. I’m assuming not, but wanted to clarify.
