We do not want an easement for the drainage, but yes it must be maintained by the property owner Mr. Brown. The majority of the wetland is on private property is a natural drainage way that drains to the N-S 24” line.
The wetland is an existing water way that must be maintained as waterway by the property owner. The N-S system it connects to is on the apartment complex property. It was installed years ago and is shown on the City Master Drainage Plan. I don’t know if it was installed by the City, but no easement was ever given to the City to maintain it.
As a side note, prior to installation of the N-S pipe on the apartment complex property, it was also a natural drainage way that can be seen on old aerial maps.

Jen,
I was planning on adding a condition of approval for this partition application regarding an easement for the storm water facility on-site. I wanted to make sure this is something the city desires for purposes of maintenance of the public storm system. It looks like an outlet from wetland CC9A that travels west to a north-south running drainage line. It is unclear whether or not the N-S running line is actually on their property or not, at least it’s not called out in their ‘existing conditions’ analysis.
