I've been thinking about the PUE. Because the PUE starts from the back of the ROW which appears to be behind the sidewalk, the 8 ft is sufficient. Will need to verify the sidewalk is within the ROW.

 

In regards to the storm, from what I remember the code did not require storm improvements for partitions less than 4 homes.

 

Just curious what note 4 is in reference to? Flag lot driveway?

As far as storm, how can we condition that street improvement be done w/out storm?

Here is what my conditions say so far:

1. The owner shall obtain valid access permits from the city related to all subsequent development of the newly created property.

2. The applicant shall provide a unique name for the proposed plat, and have it clearly visible on the Final Plat.

3. The applicant shall include on the Final Plat the correct street name as E. 6th St. (Currently showed as S. 6th St.)

4. The applicant shall ensure, at the time of development, that a minimum of a 12 foot driving surface capable of supporting a weight of not less than 60,000 pounds in all types of weather will be required. There shall be an unobstructed width of not less than 20’ that shall remain free of fences and shrubs at all times. There shall be an unobstructed clear height of not less than 13’ 6”. These access requirements will need to be recorded on the title or deed.

5. The final plat shall provide a 10’ P.U.E. (Public Utility Easement) along the entirety of lot frontage to any public ROW. Currently, the preliminary plat shows 8’.

6. The applicant shall dedicate Right of Way (ROW) equal to a 20’ radius at the SE corner of the intersection at 6th st. and S. Molalla Ave.

7. The applicant shall improve the sidewalk at the intersection of S. 6th St. and S. Molalla Ave. with up-to-standard A.D.A. compliant curb ramps.

8. The applicant shall complete a half-street improvement along the section of E. 6th St. abutting the newly created lots pursuant to the Public Works Standards and at the discretion of the Public Works Director, City Engineer or designee.

9. The ‘MCC Vault’ located on the preliminary plat shall be moved behind the sidewalk, into the P.U.E. on Proposed Parcel 1.

10. Partition approval shall be effective for a period of 1 year from the date of approval. The partition shall lapse if a final plat has not been submitted within the 1-year period.

 

 

I plan on sending out the notice of decision early next week.

Hi Nicolas,

I only had three other comments for you and Jen to think about.

1. Will you need a ROW dedication for radius at the intersection of 6th and Molalla? The current plat and future surveys will need to be verified. We have information that when Molalla Ave. was built, it was constructed off of a stone in the Molalla/ Main intersection. This stone was found to be an incorrect survey monument. A new monument was set, but somehow the old monument was used. We have documentation on this from the Molalla Ave project. My suspicions are we own more of the property on Molalla Ave than it is constructed today. If you look at 5th street, you can see a jog in the curb from the northeast corner to the southeast corner. The northeast corner is constructed correctly.

2. Has the PUE changed to 10 feet? That was our comments for width on Stoneplace. Because of the franchise agreements with the utility companies I recommend we need a 5-ft PUE from the ROW, if the ROW is behind the sidewalk. If it is at the curb then 10-ft.

3. How will storm runoff on the roadway be addressed? I don’t have access to the GIS showing where all of the lines are currently. Based on our current stormwater requirements in the MCC (code), storm improvements are not required. Only when a development is 4 or more lots, then there is a requirement for storm.

She covered everything else that I could think of.
