Regarding the ditches, are you referring to this winter season next year in 2015 or next season in the fall of 2015? We see some of the heaviest flows around late February to April.

I talked to my manager responsible for this section of Hwy 211 to get a better understanding the drainage issue at MP12.58 (Shaver Ave). Apparently they have been working this issue for the last 5 years.

The water flows from the south to the north side of Hwy 211. It connects to the inlet on the north side. Also connecting to this inlet is another pipe that runs approximately 150 feet to the north where it outflows onto the ground. This use to be the old alignment of Southern Pacific RR which likely had a ditch beside it. That ditch to the north of the Hwy may have been filled in at one time replace instead with a pipe. ODOT maintenance crew has made sure the pipe crossing the highway is clean. However, when the water gets to the north side of Hwy 211 our crews found that the pipe on private property to be plugged. When Fathead was on that property they knew it was blocked and told us they were planning to replace it. They are no longer there and the pipe remains blocked so water flows out of the inlet. Since it’s on private property ODOT cannot go in and replace it. I’m not sure if the City has any influence on making the property owner responsible for plugged drainage.

The ditches along Hwy 211 probably do need to be cleaned but we won’t be able to scheduled that until this next year.

I just wanted to follow up with regarding my email below.

I stopped by the culvert crossing 211 near MP 12.58 yesterday right after the rain started. It was already running pretty full. I definitely could see how the culvert can flood during long heavy rains.

Hi Larry,

Have you heard anything regarding Rich? You are the only one who has responded to my email.

I called and left a message today on his voicemail hoping he or someone will give us a call back.

Also, I have a request regarding OR211 thru town. Now that it’s close to the rainy season we are working to clean out our storm lines and basins. I noticed the ditches and basins through town on OR211 need to be cleaned out. My public works supervisor said that this was handled by the state.

In addition, there is a trouble area where we believe the cross culvert is failing or blocked. The water tends to back up on the south side of the road and does not reach the basin on the north side. During extreme rain events the ditch over flows onto OR211. This is approximate at MP 12.58 just to east of Shaver Ave. I have attached a few photos.

Is it possible to have this work complete before heavy rains begin to hit?
