I did actually answer your question as to why the City did not contact the bank, however I understand it may not have been the answer you were looking for.

If the business did not have available parking on site, the City would provide a public notice of the impacts in advance of the changes for comment.

You did not provide an answer as to why there was no communication between the City and the Bank for this change, I realize that there might not be a requirement to provide a prior notice for a change of this type, however it seems to be a poor way to do business. Giving them prior notice was only a phone call or email away.

Hi Jennifer, thanks for your reply. The issue regrading that the curb side parking should have already been restricted from the curb return for 20 feet for adequate intersection sight clearance, is the city responsibility. So why was this not addressed before? The 20 foot rule is in the current Molalla Municipal Code. The city paints the curbs as a curtesy to the best of our ability and available time. I do not know why it was not painted before my time here at Molalla.

Is the City going to change every intersection to comply with the 20 foot rule? And restripe the curb to indicate the no parking zone? We have tasked our summer interns to help repaint the intersection curbs “yellow” on most of the major roads around town. They have been working on this currently.

What is the minimum lane width for a left turn lane? 12 feet You state that in the future the City will restripe the NB lane to give it another foot, is that all you can spare? BOTH lane lines would be adjusted a foot towards the center to keep the left turn lane centered with the turn arrows. The NB lane would increase from 14 feet to 15 feet, which is more than adequate in providing 12 feet of travel lane plus 3 feet of shy distance to the curb.

Thank you for taking the time to email the City. So often we hear of citizen issues through other means and don’t have the opportunity to respond with information.

Addressing your first concern regarding the parking along the curb. Prior to the improvements, parking should already have been restricted from the curb return for 20 feet to provide adequate intersection sight clearance. This was not the case. Now with the improvements, restricted parking is necessary to provide the through lane width and public safety. In the case of the bank, the bank has available on site parking for all customers. If the business did not have available parking on site, the City would provide a public notice of the impacts in advance of the changes for comment.

Regarding your next concern. The travel lane widths are designed current street standards that meet the minimum specified lane widths, however we do understand the NB lane feels narrower than typical even though it is not undersized. In the future, when restriping the intersection, the City will reduce the center turn lane about a foot.

Hi Jennifer,

I want to discuss the recent change made to the no longer allowed curb side parking on the West side of the Columbia Bank. As a customer of the Bank since 1977, there has always been parking available to the customers curd side. This changed after the city had performed some utility work to some of the streets. After the contractor paved the street in front of the Bank, the stripping contractor reconfigured the layout to no longer have curb side parking, and also made the left turn lane (to go to the East) incredibility wide. I'm not sure that was really needed, as it now makes it very difficult to make a right turn off of E. main to Grange St. due to the undersized lane width.

Hopefully you can explain to me the thinking that was behind this change. I also understand talking to the Branch manager of the Bank that they were not notified of this upcoming change. This is horrible to say the least for non communication for a change of this impact. Anyway, please give me the details to this matter.
