I need to verify if the Stop sign is still at Stowers Rd. I have a recent photo approaching the intersection, but can’t quite make out if it is or not. If not I can get the Sign crew out there ASAP to reset a new one.

Also, do you know any of the history of the Fire Engine signs on OR 211 NB at MP 13.52 and OR 211 SB at MP 13.73? I cannot locate any records and was curious if the Fire Dept uses Shirley St to access OR 211.

Thank you for the updated information on Mathias and taking a look into our concerns as a City. I will be looking into the private signs at the Astro/Toads Market to see if they can be removed or adjusted outside the sight triangle.

In regards to the street signs, this street sign at E Main and Stowers has gone missing. The Stop sign was removed to do some ADA ramp work on the corner and was apparently stolen in the process. Can this please be replaced in your signing project?

We can make some minor adjustments to the Mathias leg on the west end, but not to the degree requested. Pulling the Stop Bar up that far and changing the angle to the degree shown will conflict with the thru movement from the market to that leg of Mathias Rd. It appears that there is fairly high demand for this movement with few alternatives. The Traffic Line Coordinator did do a preliminary layout on site. Drivers from the market were just making it around the proposed extension of the double yellow to complete the thru movement. Also, if pulled up much further the signing for the Astro’s becomes an issue and interferes with the line of sight of approaching westbound vehicles. But, as I mentioned, there may be some slight modifications that can be made.

The Traffic Line Coordinator went out to the site again today to determine if the Mathias Rd Stop Bar on the east end could be changed and to recheck the line of the sight. But this Stop Bar cannot be changed. The radius and widths must be maintained to accommodate the left turning vehicles from OR 211 southbound, especially for the high volume of truck traffic. No issues were identified with this movement and drivers can, after initially stopping, move their vehicles up and adjust their angle depending on their comfort levels.

Regarding the request for a parking prohibition on OR 211 at this location. An evaluation was completed in September 2014 and it was determined that this location did not meet the criteria needed for the required State Traffic-Roadway Engineer approval. Here is what was found as a result of the evaluation:

5 years of crash data was evaluated (1/1/09 – 12/31/14) for the segment of OR 211 from MP 13.37 to MP 13.45 encompassing both legs from S. Mathias Rd. There were 9 reported crashes – 6 turning crashes, 2 fixed object crashes, and 1 sideswipe meeting crash. None of these crashes were identified as being related to restricted sight distance at either leg of S. Mathias Rd. The trend that was identified, other than driver behavior or road conditions (ice), was related to turning crashes at the Astros gas station/mini mart on the opposite side of the highway. Almost half of the crashes involved left turning vehicles in/out of these accesses.

The drivers who are parking at this location are customers of the Astros mini mart. They park the semi’s and cross the highway, as opposed to trying to turn left across this high volume segment of OR 211 with these large vehicles. A major concern exists where if the parking were removed at this location, then the trucks would be forced into turning left into the Astros parking lot. 45% of the current crashes involve this movement, so the potential is high for creating a situation where the number of crashes increase and very high for increasing the severity.

During a field visit it was clear that there is a high volume of traffic in this area. There was a fairly high amount of thru traffic on OR 211, as well as traffic accessing to and from S. Mathias Rd. The 2012 ADT for OR 211 was 7,100 vehicles with almost 17% classified as truck traffic. The 2008 ADT for S. Mathias Rd was 1,250 vehicles. In addition, trucks were observed parking both on the OR 211 northbound shoulder and on the S. Mathias Rd northbound to OR 211 southbound shoulder. Several runs were made while these trucks were parked at these locations to verify any visibility issues. Due to the horizontal alignment of OR 211 and the increasing width of the shoulder from just under 10’ to 35’ the sight distance was not restricted for any movement.

The visibility issues that were identified are the result of the overgrown bushes and trees and, to a lesser degree, sign supports. In addition to the issues with the bushes and sign post, the Stop sign on S. Mathias Rd southbound from OR 211 is completely obliterated by surrounding tree limbs from the top and overgrown bushes that are as tall as the Stop sign. The tree limbs/bushes are also exasperating an already difficult situation at this corner due to the angle of the approach. It was extremely difficult to see oncoming traffic for this approach onto S. Mathias Rd.

Although Region 1 Traffic does not recommend a parking prohibition at this location, based on the results of the evaluation, there are a few changes recommended to improve the area:

 

The recent removal of the vegetation has clearly improved the situation dramatically. The new striping and upgraded signing will also be a much needed improvement for drivers in the area.

Unless there is an agreement that states otherwise, both the Stop signs and the Street Name signs are the responsibility of ODOT for any approaches to OR 211. I did some research in the agreements that we have available and did not locate one for the section of OR 211 through the City of Molalla.

I have included a few comments in regards to the stop bar locations. If possible, I would like to see the bars placed closer to the intersection and set closer to 90-deg to improve the drivers intersection sight distance. See the attached mark-ups.

We also have a request to eliminate parking in the gravel section on the north side of the island. Semi-truck drivers stop and park there to run across the street to Toads Market. This creates two problems (1) it reduces the intersection of the northbound drivers on Mathias turning west or east onto 211 and (2) the drivers run across 211 to Toad’s Market.

Regarding the signing, is the district responsible for the street name signs on top of the Stop signs along 211? I have seen this go both ways.

I apologize for the confusion, but I believe we have figured out the mystery. It appears that District 2B Office coordinated directly with the Sign Designer for the replacement of the Welcome To signs since OR 213 is within District 2B maintenance. In the meantime, District 2C Maintenance (OR 211) was coordinating with me for improvements on OR 211. Since we were trying to clean up the landscaped area at S. Mathias we wanted to replace that Welcome To sign and the one near Leroy Ave and make sure they were installed at the proper locations. Unfortunately, neither the District 2B Office nor the Sign Designer notified Investigations of the changes that were taking place, so we were unaware that the signs had been replaced after we had completed the site visits last summer. There will still be some other signing improvements including the Stop signs, Speed signs, and a couple of Guide signs since these have not been upgraded for several years.

Additionally, Larry Olson had just mentioned that you were interested in seeing the recommended striping for S. Mathias Rd. I have enclosed the proposed striping plan for that area. The proposed changes for the Stop Bar will help with the angle that drivers approach OR 211 and the difficulties of looking to the north (east). The new location also helps drivers to see beyond the trees to the south (west) and to be more visible to approaching traffic on OR 211. The Stop sign will be replaced and adjusted accordingly. Dotted lane line extensions will also be added to help drivers better identify the turns as well as better delineate the mainline traffic.

I hope this helps clear up the confusion, I know I was confused.

Kathryn – I am e-mailing you to clarify a few items regarding Welcome to Molalla signs. First, ODOT installed four (4) new Welcome to Molalla signs including our logo during the summer of 2014 at the actual entrances to the city. These signs are in the current locations referencing Molalla’s current city limits. The City of Molalla paid for the installation of those new signs and yes we want all of these signs to remain. Any Welcome to Molalla sign located east of the intersection of 213 and 211/Main Street is unnecessary and does not need to be replaced.

VFW and Girls Golf State Champion signs are not the City of Molalla’s and would not have been placed by the City. You are welcome to return those signs to the respective owners.

Finally, the Portland State University College of Urban and Public Affairs: Population Research Center is the official certified population center for the State of Oregon (as well as ODOT). The City of Molalla 2014 certified population is 8,820. This number will be used by the State of Oregon to calculate revenue sharing, gas tax, liquor tax, etc. for the City of Molalla as well as all cities and counties in the State of Oregon. I believe you are safe to use their figures.

Hi Nicolas,

A few more questions for you regarding the Welcome to Molalla signs that we will be replacing and installing at the appropriate city limits. First, do you still want a population supplemental plaque? If so, it will need to read 8,108 because we are required to use the most up to date US Census Bureau statistics. Also, the other signs that are installed on the existing Welcome to signs (VFW and Girls Golf Team State Champs 2010 & 2011) are not allowed for signing on the state highway. These will need to be removed. Do you want the Sign crew to save and return these signs to you? The existing sign that is near Leroy Ave also has a bus stop sign on it. When we remove the existing sign we will install the bus stop sign on its own sign support at the current location.
