Here is the link to the Plans Review department of the OHA. The Nature of Plan will most likely be Distribution only for Community Water System.

Regarding the plan sheets, are the plans you sent today the final plans for review? Last Friday you mentioned your engineer would be making some updates on Monday. Please let me know if these are the current plans and I will begin reviewing them along with the work in R/W permit (see attached). Please include the traffic control plan with your submission.

It's your risk if the pipe does not pass the pressure test, then you may have to dig it up for the leak. You are unable to connect to the City system with out approval to the OHA. This may take at least two weeks or more. I can't really say what their work load is.
