Hi Jenn,

We reviewed the Contractor’s proposal to eliminate the 10 inch treated subgrade within the parking lane and excavate and place stabilization rock instead. We spoke with the geotechnical engineer, and he concurred that their proposal is an acceptable design. We do have a few comments on the proposal to consider:

· The contractor is correct that there are not a small piece of equipment that could treat just this 6.5-foot wide section. However, they can limit cement placement to the width to be treated by laying down plastic or something else below the cement spreader, and then just till to the full width of the tiller through the adjacent traffic lane soil without cement. They could also cement-treat the parking strip to their full equipment width, and then just cut back through the overlap that extends into the traffic lane (this requires additional treatment on their part, but this is an issue they should have anticipated). Water service line must be addressed prior to tilling and anticipated for as well.

· We would note that the above approach his could pose a problem on the west side of the road if the communications duct is shallow and they cannot till across the top of it.

· With that being said, the approach proposed by the contractor is in conformance with the geotechnical report. The intent of that pavement section in the report was to allow excavation and placement of the specified stabilization material without additional overexcavation. However, there is always a potential that the subgrade is so soft that even the stabilization material pumps/deflects. As you noted, we can include a condition that the Contractor will need to address any additional overexcavation beyond the design section at no additional cost to the City, with exception to the west side areas where the communication ducts are a shallow conflict.

· The Contractor’s proposed quantities and unit prices for the new materials appear reasonable and accurate.

· The Contractor is claiming up to six weeks in schedule savings, although, they did not send us their complete schedule so we cannot verify this claim. If the City would like to pursue this proposal, we would suggest that we modify the contract completion date accordingly in a change order.
