1) The question is are ALL of the manholes to be adjusted AFTER or BEFORE paving. Most projects, the contractor adjust the new manhole (incidental to manholes) prior to paving the top lift, and adjusts the existing (minor adjustments of manholes) also prior to top lift. This is in contrast to going back after final lift and adjusting all manholes (either contract or pay item) to final grades. The answer only addressed existing manhole. It also did not state Method A, B, or C? The City of Molalla typically has the contractor adjust PRIOR to paving to prevent cutting into the new AC.
