In regards, to your Comment #3 and the DEQ Leak Test Guidance.
Jen- if this type of thing ever happens again with a DEQ deadline, please let us know so we can discuss whether it makes sense to ask for an extension in order to address the issue. I am hoping Dave Cole does not make a big deal out of the isolation issue, but I think he may because of the language in the guidelines. We will see.
The NPDES Permit does not reference to follow the DEQ Leak Test Guidance. It simply states to perform the tests and we may need to take further action depending on the test results.
