Dan and Jennifer,

Thanks Ted and Rich for jumping in. Due to the fact that we will be finalizing our preservation list for 19/21 in the coming weeks our conversation has to proceed somewhat quickly. As I believe you both know, the paving project referenced in the transfer agreement is well below the funding line absent an agreement around transfer. Do you all still want to keep discussing transfer with an aim of signing an MOU of some kind in the next couple of weeks. Or, based on the information provided below are you not interested in pursuing a transfer at this time?

If you all want to keep transfer on the table, let’s set up a meeting for next week to discuss terms in greater detail. My schedule is awful but if you all are willing to make the trek to Portland, I’ll find a time where Ted, Rich and I can all be in the same room (at the same time).

Jennifer,

It was nice talking to you yesterday. I thought I would attempt to summarize our conversation regarding the enhance project.

We discussed that my understanding of the enhance project was that it started at the east end of the Safeway area and extended to just past Ona Way. We would tie into existing facilities where they existed if we could. The new shoulder and pedestrian facilities would be designed to be located immediately adjacent to the current edge of highway pavement and would not include widening for a future third lane. At Bear Creek, our preliminary thoughts were to replace the bridge with a culvert that is wider on the north side to accommodate the proposed shoulder and pedestrian facility. We would try to design the culvert in a way that it could be lengthened in the future.

The challenge we discussed was the timing and extent of the Ona Way area improvements by the developer. Should we build the shoulder and sidewalk first and if the developer comes in later to widen for turn lanes or half street improvements, some of the sidewalk work might have to be removed and relocated. We also discussed that we may want to consider the possibility of building a wider paved shoulder area (near Ona Way) to minimize significant reconstruction. The other possibility might be that the developer constructs in this area first and we shorten our project. We discussed that we should consult Kelly Brooks if any scope changes are to be considered.

We also briefly talked about the jurisdictional transfer of the highway, the paving, and funding. From this brief discussion, it appeared that you had some questions and concerns. I suggested that it might be good to have a follow up conversation with Kelly. I indicated that I would brief Kelly and suggest a meeting. I volunteered to help with getting the meeting set up.

Jennifer,

The project will be a 1R paver with some repair of failure areas and non-conforming ADA ramps replaced; I believe we can go to about 25% of the total center line mile for structural repairs. The paving limits are to Meadowbrook so that should help with the percentage since there are no structural repairs outside of the city limits. This will be a grind and inlay project placing 2”-3” dependent on section and conditions present.

Hi Ted,

I’m looking for design specific details for the 1R paver. Will this be an grind and inlay or overlay for additional structure? Will there be pavement repair included to correct existing subgrade failure areas? I’m guessing all non-conforming ADA ramps will also be retrofitted to meet current design standards?

Hi Rich,

In regards to STIP enhanced project, I’m looking for the scope in regards to the structure and storm drainage specifically. Will this be a total bridge replacement with a bottomless culvert or box culvert or just a cantilever add-on to the existing structure? Will closed drainage and ½ street improvements be added?
