Jennifer:

Good afternoon and I hope your day is going well. In light of your Friday email where you advised me that our hydrant line will require OHA approval, I wanted to run the following questions / issues by you; Mike Penunuri, Fire Marshall; and Peter Farrelly, OHA for consideration:

1. It is my understanding, in working with Peter Farrelly of OHA, that if we elect to go with backflow prevention, the OHA process is eliminated and we don’t need their approval. Do you concur with that?

2. I have attached plans for a 12” backflow prevention system for the hydrant line. Our engineer has indicated that a 12” pipe from the mainline to the backflow prevention system will work. he also indicated that the 12” backflow prevention would fit into the Model 5106LA concrete vault in the attached drawings. Would you take a look and let me know if such a backflow system and vault would be acceptable to the City of Molalla, should we choose that route.

a. Please confirm if we go with the backflow prevention, we would not need to provide an easement to the City. Is that correct?

3. If the attached backflow prevention plan it is acceptable, please let me know so that we can decide how we will proceed. I can then provide the information to vendors / contractors to price out the components for the system, revise the design with the engineer and get the revised plan to you.

4. I am still reviewing the OHA approval process in case the back flow prevention is cost prohibitive.

5. Could you please verify that the Clow Model F2500 hydrant is acceptable for our two fire hydrants.. The Fire Marshall has asked the question a couple of times regarding the hydrant model that the city wants used.

6. Have you had a chance to review our plans for the hydrant line that I have submitted? I would like confirmation from you that the design of our hydrant line is acceptable to city standards and we receive approval prior to our authorizing a contractor to buy parts and move equipment in to construct the line. I have several contractors interested, however, they have limited availability before their spring construction season begins and they need to get it done quickly.

For ease in your review, I have attached 4 files with regard to our hydrant design (C1, D1, G1, G2), and 1 file that contains the Fire Flow memo from our engineer with the basis for the 16” fire hydrant line on our property. Thanks again Jennifer for your time reviewing these questions / comments. I look forward to your response as soon as possible so that we can finalize plans and proceed with the work. as always, please feel free to call with any questions. For a short distance we can reduce to a 12-inch. So we’d recommend going with a 12-inch backflow preventer (see attached). The configuration would be the same as the detail I’ve attached from the City of Bellevue. We will need to make sure we have someplace to drain the vault floor as well.

Jerrit;

I will meet with Larry and Ray later today (hopefully) to discuss the backflow prevention vs. OHA process. Is there any chance you could put together a fairly accurate parts list of what would be needed to add a backflow device, including the vault, without fully engineering (at least at this point). I thought it might be helpful to get some pricing ideas to better fully understand the impact / tradeoff. Please call with any questions.
