It’s up to the PWD in the code, and it depends on context, and traffic signs etc. I think a reasonable middle ground is some sort of mirror, stop sign or something for the private drive as it accesses the public ROW that would alleviate the need for a full 20’ vision clearance area. Here are pictures of the property across the street from me that has the same back property line situation I do. And pictures of my property with my side yard fenced in as I intended to replace with 6 ft wood fencing this coming spring. I don't envy your job in situations like these. I should not have to suffer reduced usability because he wants to divide and make money building 2 additional homes. I understand progress and if this was progress that benefited the entire community that's one thing. There are 2 additional pictures showing "corner vision clearance " you mentioned marked out 20 feet using orange buckets I used the worst case scenario 20 feet. My only hope is that there is a solution where every one wins and he gets what he wants, city gets additional tax money and I get to replace my fence with the 6 ft wood fence I had planned on doing. We as staff could work with you on an acceptable fence layout, as 20 feet is exorbitant for a local neighborhood street and driveway. Secondly, the setbacks for all residential zones are 10-feet for side setbacks when a home is 22 feet tall or two stories. While I am not thrilled with this request I also realize you can’t stop progress. Here are my 2 concerns for my properties value and usability: My property is Ethan Heights lot #1. I had intended to eventually fence my yard along south, west & north property lines in accordance with line of sight restrictions on the east side property line. My concern/question with the proposed flag lot driveway running along the west property line, how will that impact my fencing to my property line on north? Will the driveway mean I have to maintain line of sight 15 feet from property line? Second concern/question: How close will the house be to the property line, will it be 2 story? Having a 2 story house 5 feet from the property line, even with a 6 foot fence there won’t be any privacy. I do not want to stop him from being to do what he wants but I sure hope it doesn’t change my right to fence my property in accordance with codes along my property lines that I could have prior to partition.
