Hi Bill,

Thank you with your follow up email. I agree on moving forward to approve the site for Biosolids application.

After speaking with Jake, I confirmed that the hand delivered letters were taped to mailboxes or placed inside paper boxes if they could not reach them at home. I can assume the letters were blown off or taken out of the paper box by the carrier. At any rate, please let the Ellis’s know this was not done intentionally by the City.

Thank you and I look forward to the draft biosolids plan in the next week or so.

Jennifer,

As we spoke on the phone, I think it is still worth forging ahead to receive DEQ approval for the Mt. Hope Rd site. Assuming that approval is granted, it’s possible that the field adjacent to Mr. Ellis may not be needed this year, given that Ralph Piuser will likely have other fields available and the City’s budget for biosolids removal is limited to 50K in 2015. But I would still seek DEQ authorization for the site adjacent to Mr. Ellis.

The thing to watch for is if a group of surrounding neighbors mobilizes against the site authorization. This will depend on how much influence Mr. Ellis has in the area and how many of his neighbors agree with his views.

If an organized opposition begin to form (10 or more people), Pat Heins at DEQ will probably require a public meeting or hearing. I have not talked with Pat about this yet but that is my understanding based on past experience working with DEQ (working with Pat’s predecessors, as Pat is new to the job). If things go that direction, then we would need to reevaluate.

At some point, I can talk with Mr. Elis and hear him out. I understand that he has concerns about the applications, but there is no evidence to support any of his claims that applying City biosolids in accordance with DEQ requirements will impact food crops in his adjacent field.

So let’s keep monitoring the situation for now and at the same time, keep forging ahead with the site approval too.

Hi Bill,

Have you seen this letter or spoke the Ellis’s personally? I received two letters today.

I’m a little put off regarding the beginning of the letter since letters were both mailed AND posted to the mailboxes (which appears to blown off). At any rate, they do not seem happy about our location.

With the given required setbacks, what is the likely hood in this dry climate that their property may be affected?
