Jennifer,

I assume that you meant to address the email below to me (Bill) and not Pat Heins at DEQ.

At any rate, no, there are no additional tasks needed from the City right now. The ball is in my court until I get the packets to you.

I will need some input from wwtp staff about some of the irrigation work later in April. But I first need to finish some of the biosolids work.

I will also copy you when I email Pat about the biosolids public notification. Thanks.

Bill

Hi Pat,

Thank you for the response. Other than the high-lighted items below, are there any additional tasks or help you need from the City at this time.

Jennifer,

In response to your questions:

-) I am developing a mailer list for which property owners need the information. I will review the list with Pat Heins too. I will also have Pat review the letter. I doubt that Pat will require a 1 mile radius but I will confirm.

-) I will assemble packets for each property owner and drop them off to you (targeting next week for this). The City can mail the information to the property owners. All that will need to be done is to address the envelopes and for you to sign the cover letters.

-) I will also assemble packets for occupants of homes located near the sites and identify their homes on aerial maps. This information will need to be hand-delivered by City staff and a record of any comments received will need to be kept. Some of these people will also receive the property owner information but not all (some of the occupants will be renters, etc).

-) I'm a little behind on the getting the packets to you but I'm targeting next week to finish this. There will still be plenty of time to complete the public notice. There will need to be a record kept of all comments/phone calls that are received.

Bill

Hi Bill,

I have a few minor comments. See attached.

A few questions....Does the City need to develop a mailer list for the public notice letter?

If so, what is the distance requirement for notice? You previously mention it could be up to a mile radius depending on what Pat requests.

Will Pat need to approve the letter prior to mailing as well?

Thank You,

Jennifer Cline, P.E.

Jennifer,

Attached is a draft public notice letter for your review. Also attached is a brochure from Oregon ACWA regarding biosolids use in Oregon.

In addition to these two items, neighbors will receive site maps showing the location of their homes or properties relative to the Piuser site.

Please add any edits to the letter and then send back to me. Thanks.
