He did mention yesterday as part of the development conditions, he requires that the development must receive approval from both Public Works and Fire prior to issuing building permits, which is good. However, it may cause grief to the developer if something is not addressed in the planning, or as I call, the scoping phase. I will check with Nicolas and see how his work load sits for tomorrow. If we get down the road and you need to create a surge basin to handle additional flows and keep the lagoons from overtopping until the I/I issues are resolved then you can use the loan to include the purchase of additional land if needed. The idea being that you would construct a concrete lined lagoon for surcharge storage initially that can be converted into a future treatment lagoon that will handle additional flows due to capacity. 100% SDC eligible and would need to be identified in a master plan update. The caveat being that the surcharge use is temporary and the focus will be on I/I removal. We can discuss more tomorrow along with other stuff. Although, I know we were going to talk about other items but those topics escape me right now. Summary DEQ will be asking Environmental Quality Commission to approve rule amendments to incorporate changes to the controlling federal law. This rulemaking will evaluate the benefit of implementing four CWA amendments. Those four items are: 1) Expanding the uses of loan fees 2) Allowing nonprofit organizations to be eligible for specific types of CWSRF loans 3) Aligning language regarding the program’s perpetuity with the federal language 4) Expanding eligible land purchase costs within the program. Stakeholder involvement DEQ is holding an advisory committee meeting to discuss issues related to this rulemaking. The meeting details are: The public may attend, but is not allowed to participate in, advisory committee meetings.
