Hi Jeff,
There is also the issue of getting DEQ to agree the seepage for our lagoons is ¼” versus 1/8” because they were constructed prior to 2007. We need to get this in writing from them as accepted. In talking with another DEQ engineer, not Randy, it was indicated that the 7-10 day test could not yield more ¼” acre per day of seepage since our Lagoons were constructed in 1980.
Additionally, after going over the test results with Gerald we also think there is opportunity to analyze the system as whole, not analyzing the lagoons separately, and possibly show the test conducted last summer was successful.

Jeff – I am generally o.k. with DEQ’s letter but I do not like condition #1. Demonstrating to DEQ’s satisfaction is not based on standards or criteria and that is part of the problem. We may not have performed the leak test appropriately but we are dealing with an agency that admittedly does not have criteria or standards for a leak test. I call this the N plus 1 Theory. We are being asked to demonstrate to people that do not understand what we are doing and we commit to repairs that we may or may not know about. It will always be one more thing.
