Council President Hughes and Councilors,

I am pleased to present my recommendations for the 2015 urban growth management decision. These recommendations build on the foundation of the Portland metropolitan region’s long-range plan, the 2040 Growth Concept, which underlies the remarkable successes our region has achieved in creating livable and prosperous communities. However, the very success of our local and regional growth management efforts has created new challenges that demand a fresh approach. My recommendations are a response to those successes and challenges.

This being a growth management decision, the headline is that I recommend that the Council conclude that there is currently no regional need to expand the UGB. If the Council follows this recommendation, it would be the first time that a Metro Council has made a legislative urban growth management decision and has not expanded the UGB. By doing so, our region is making good on its intent to create good jobs and provide housing choices while also protecting farms and forests.

It’s been a long process and I’m pleased to say that it’s been a transparent one. Beginning in early 2013, staff began engaging technical experts from the public, private, and academic sectors to put together the 2014 Urban Growth Report. That open dialogue continued through the July 2014 release of the draft Urban Growth Report, the Council’s December 2014 acceptance of the draft report and the discussions that Council and others have had this year. This all leads me to my seven recommendations, which should look familiar to Council as they are built on the direction that you have given after having participated in the last couple of years of discussion. I look forward to describing my recommendations to you at your July 28 work session and hearing your reactions as the Council moves towards a growth management decision this fall.
