· The Plaintiffs shall publically support any application for the approval of a biosolids application site, so long as said site complies with applicable DEQ regulations. The City shall advise Plaintiffs through their legal counsel of any application for approval of a biosolids application site at the time such application is submitted to DEQ and Plaintiffs shall provide any comments on said application directly to the City.
