Hi Dan,

I’m concerned that this is not just a school bus issue but rather a typical traffic issue with cars in general that leak oil. I spoke about this earlier regarding the parking lot behind Napa. When we first had the heavy rains earlier in the season, you could see the oil sheen draining into the street. This is the reason DEQ is pushing for the MS4 permit requirements next permitting cycle. As a City we will move as whole to incorporate storm drain treatment facilities into our current system. These facilities naturally separate oil from the water through the infiltration and settlement process.

I agree with her concerns, however we should be careful about broaching the issue with the school district. It’s my guess there are more than just buses, if any, contributing to the leaky oil issue on the road.

Hi Tony and Dan.

I'm reaching out to you as a citizen on a topic not related to the pool: this is ultimately for First Student, and I am submitting a note via their corporate website; however, I think MRSD and the City should be aware too.

I have walked on Francis Street daily for a year now, and have noticed puddles of gasoline and/or oil on the street. It's particularly bad near the high school and Catholic church, and where buses wait to turn onto Molalla Avenue on their way from the High School to the Middle School.

Today, the wind and rain have washed much of the gas toward the gutter on the north side of Francis, and the amount of pollution that's visible on that side of the street, especially in puddles, is pretty frightening. I don't think I've ever noticed that amount of street pollution in a lifetime of walking city streets around the country. If you walk or drive slowly on Francis, you'll see what I mean -- the street and puddles have that tell-tale sheen and iridescence all along the north side from one end of the street to the other.

The scary thing is, with several dozen bus trips on Francis each school day, substantial pollution is getting onto the street, and in turn washing into storm drains and local creeks. If Francis Street is any indication, I wonder what the run-off from the bus yard must be like! It makes me question if First Student is adequately maintaining its buses to protect the environment. I wonder if the City and MRSD might have some leverage to nudge First Student to address the problem or can engage with DEQ?

I trust you know I don't want to be "that person" who complains. In this case, I probably have a unique viewpoint from walking on Francis every day and seeing the results firsthand. I hope it's just a case that First Student simply isn't aware of the cumulative effect, though again, I wonder what their bus yard must look like.
