Jennifer, I didn’t see the form WH-81 Notice of Public Works attached to you email. Did you mean to send that affidavit? I don’t need that document just the advertised date entered on the WH-81 form.

Also I forgot to mention that if your project is a CMGC use the space below the ad date field instead using those criteria. See my signature note:

Applicable Rate for Public Works Projects:

Generally, the applicable prevailing wage rates for a public works project are those in effect at the time

the initial specification are first advertised for bid solicitations by the public agency. The rates in effect at

that time are the rates that are to be used for the duration of the project.

If CM/GC Contract: The rates in effect at the time the CM/GC contract becomes a public works contract are the

applicable rates to be used for the duration of the project. When a public agency is party to a CM/GC contract, the

contract becomes a public works contract either when the contract first constitutes a binding and enforceable

obligation on the part of the CM/GC to perform or arrange for the performance of construction, reconstruction,

major renovation or painting of an improvement that is a public works or when the CM/GC contract enters the

construction phase, whichever occurs first. The prevailing wage rate in effect at that time shall apply and must be

included with the construction specifications for the CM/GC contract. OAR 839-025-0020(6)

Jennifer, I received your WH-81 form with an important date missing on it. If your project wasn’t advertised then use the alternate dates (RFP or first contact with contractor). This date is required because it’s the date that is used to determine which prevailing wage rate surveyed date to use for the project.
