Jennifer- Just out of curiosity, I assume that the public notice letters were just sent regular mail? In the future I think any such notifications should go via certified, return receipt mail so you can have confirmation in your files of what was mailed to whom, and that they received it.

Jennifer,

Regarding your question about Mike and Laura Ellis receiving a mailed copy of the public notice, the answer is no, they did not receive a mailed copy. They only received a hand-delivered copy but his parents, who live next door (Gordon and Ida Ellis), received a mailed copy.

Parts of Appendix K are attached (first two attachments). Tax lot 600 located immediately west of Piuser/Mt. Hope Rd, is owned by Gordon and Ida Ellis and they live at 11105 S. Mt Hope Rd. So, they are the ones who received the mailed letter.

Mike and Laura Ellis live at 11103 S. Mt Hope Rd which is next door to the address above. But since they are not listed as the owners, they received notification only from the hand-deliveries.

This information contradicts information in the letter from Mike Ellis (third attachment, Appendix M). In the letter, he states that he and Laura own tax lot 600. I don’t see this as a problem, however, because we followed notification protocol that was approved by DEQ.

Hi Christine,

Here are my comments you may want to incorporate with yours.

My only main comment, is if we are concerned with ponding and runoff, do we want some time frame to wait to apply Biosolids if there is a significant rain event. I know that is not the case this year with the dryer than normal weather. However, if there is summer with more rain than expected this could be an issue?
