Jennifer,

Regarding our phone call earlier today about the status of biosolids activities, here is a summary including action items:

Public Notice

· I think we are “in the clear” but please maintain a record of any new phone calls received between now and when I submit paperwork to DEQ and formally request the site transfers from Canby to Molalla.

· I need a brief summary of any phone calls already received with the following information:

o Name of caller and date they called.

o What were their concerns, questions?

o What was the outcome?

o The information can be summarized in table form or whatever is most convenient.

· I know that Jason and Jake made personal site visits. I need the following information from them:

o Dates that the site visits were made.

o Comments, questions received from anybody they spoke with. Comments should be associated with specific homes shown on the aerial maps that I gave to them.

o It may be easier to call me with this information rather than write it all down. If that is case, please email me to set up a time to talk. I have my own set of the aerial maps for reference.

Relinquishment statement from Canby

· I need a letter or email from the City of Canby stating their approval of relinquishing authorization of the Piuser sites to Molalla. Here is some draft language for Canby to use:

o “I, insert name, hereby relinquish authorization to apply biosolids at the Ray and Sarah Piuser Site (original authorization letter dated July 22, 2003) and the Ralph Piuser Site (original authorization letter dated June 3, 2005) from the City of Canby to the City of Molalla.”

o The two original authorization letters are attached.

o I’m assuming that Jon Patrick can help facilitate having the appropriate person at Canby provide the email or letter. I will need a copy of the email/letter to submit with the paperwork to DEQ.

Logistics for 2015 biosolids removal operations

· Given the 50K budget for biosolids removal this year, and assuming a rate for Heard Farms of $0.04/gal, then 1.25 MG of biosolids can be hauled.

· A decent estimate from 2014 operations at the Brad Johnson site is that a maximum rate of 0.5 inches/acre can be applied per pass. Given this application rate, 92 acres will be needed to haul 1.25 MG of biosolids (this assumes that re-applications will not be made to the same field, which may or may not be the case).

· Ralph Piuser has sufficient acreage but 92 acres will require using several of his fields.

· For this reason, it is important to have Heard Farms see both Piuser sites and provide an updated quote to the City for 2015 operations:

o Many Piuser fields will be different compared to the Brad Johnson field (more slope, different field access locations, longer hauling distance from the WWTP to the site, etc).

o Thomas Rd that goes east off HW 213 will be needed to access many of the fields. But it has a weight limit of 13 tons (26,000 lb). Tanker trucks from Heard will be much heavier than this (80,000 lb?)

o So a permit will be needed from the County Road Dept. before operations begin. This is typically is not a problem and usually the hauler requests it. So this should also be discussed with Heard and the permit should be acquired sooner than later.

o Ralph Piuser will begin planting fields again by 9/20. So applications should be completed by about 9/15.

o Many of his fields will not be available for spreading until mid-August but some will be available by mid-July. I will be collecting more specific information from Ralph about which fields will be available when. Please advise me about when the City would like to start hauling biosolids to the Piuser fields in 2015.

DEQ site Tour

· Part of the site transfer process will include a tour of both Piuser sites with DEQ. I have not yet scheduled this with DEQ but a tentative timeline is mid-June. I will inform you when the visit is scheduled. Obviously, no applications can take place until new authorization letters are received from DEQ.

2015 Biosolids Data

· Please pass along test results after they are received
