The storm system is on the other side of the street. So maybe we install some type of an on-site treatment system with a trench, rock for natural filtration into the soil, and trap for clean out. The size of the impervious surface can require too big of a trench for storage??

The fountain will need a drain. It's grey water, so it can go in the storm system. Or, we could put a sump under the plaza.
