As I understand it, the TSP standards apply. ODOT will accept the City standards as long as it is documented in the TSP. When it comes to design standards on the highway not included in the TSP, such as geometric and traffic design, the ODOT standards apply within their ROW.

Whose standards apply here? I thought it was the State’s standards because it is their highway, not our TSP. I figured those arterial street sections only applied to those arterials that we have jurisdiction over.

The Applicant for Bear Creek - P70-2015 offered in a Memo dated 12/7/15 to deed 3’ of additional right-of-way on the north side of Highway 211 to facilitate ODOT improvements, however, after further review it does not seem necessary, as the existing ROW for the highway is sufficient to build the arterial to the standard Section, and purchase of additional right-of-way width does not appear to be a factor delaying ODOT advancement of highway improvements as anticipated. In other words, dedication of additional width would not speed up the process of ODOT moving forward. The Molalla Transportation System Plan road section for arterials (see attached), that ODOT references in its memo as being from 60’ to 66’ for arterial streets, varies between those dimensions only in the sidewalk width. The sidewalk in commercial zones should be 8’ and the sidewalk in residential zones should be 5’ (see Note 1). Since the length of the highway in this area is not commercial, 5’ wide sidewalks are required and the existing highway width of 60’ can accommodate the improvements to the section standard, so no additional width is needed.
