Ok, with that said I have added 2% for City project advertisement and administrative costs. We typically post our plans online and do not incur much costs for printing and ect.

Jennifer,

Overhead is mostly in regards to PE (design) and CE (Construction Engineering) and Contingency. But some jurisdictions break out contract administration and bid letting and other things as lump sums or percentages of different parts of their overall estimates than the Cost Estimating Worksheet had it. Because it was unclear in some applications submitted and the question was asked whether you could add this overhead in later, I need to ask if they would have any additional charges.

We used percentages based on other similar project that we have delivered for our systemic applications. We used 25% for PE and 40% for contingency that included 10% for CE. We have past projects to go by and we think this will generously cover all overhead and potential project changes. You are welcome to use the same or different. However, you will need to commit to not go over the amount you provide.

If you provide an updated Cost Estimating Worksheet we will update the b/c for you and have you review it prior to finalizing our 150% Scoping list.

Hi,

Would the overhead be in regards to PE and CE percentages?

Also, do the other form (i.e. B/C form) need to be updated as well or just the estimate at this time?

Typically I assume 15-18% for PE and CE, depending on the complexity of the project. Does ODOT have a table you pull these typically overhead percentages from?

Transportation Safety Partners,

Thank you for submitting application for ARTS Systemic projects. We completed our technical reviews of all applications and will soon release the 2017-2021 ARTS Systemic 150% List. The projects on the final 150% list will equate to approximately 150% of available funds based on the pre-scoping estimates. Not all of the projects on this list will be selected for funding.

ODOT staff will partner with each of you to scope all of the projects on the ARTS Systemic 150% List. The cost estimates from scoping will be used to calculate a final benefit/cost ratio. The final 100% list of projects selected for funding will be based on the revised benefit/cost.

We need to ensure all overhead, Indirect and administration costs are included the benefit/cost calculations before the ARTS System 150% can be finalized.

Please review your COST ESTIMATION WORKSHEET to confirm that all anticipated overhead, Indirect and administration costs that need to be included as part of a local jurisdiction project were included in your applications, and verify the calculations used to determine these amounts. Please provide the method or percentage used and what is included in your project overhead for each application submitted. Please respond to both Katherine Burns and I no later than 5:00 pm May 22, 2015.

Once we have received written verification from each you that the COST ESTIMATING WORKSHEET is correct or needs modification, we will update the benefit/cost ratio as needed. I can then send out the final ARTS Systemic 150% List and we can get on to scoping
